H.H Sheikh Mohammed Bin Rashid Al Maktoum, the Prime Minister and Vice President of the United Arab Emirates (UAE), and Ruler of Dubai took part in the Extraordinary Arab Summit in Sirt City, Libya which was presided by Libayn leader Col. Muammar Al Gaddafi Who delivered the opening speech.
